Reorganize docker compose assets and update launch workflows - #114

This PR consolidates docker compose files and generation tooling under docker/ to improve repository organization, while keeping local development, production deployment, and CI configuration working with the relocated assets and root .env file.

Changes:

• Move production and development compose files and gen_compose.py into docker/
• Update compose build contexts, Dockerfile paths, mounts, and generated-file locations for the new directory structure
• Update dev.sh and prod.sh to relocated files and pass the root .env file explicitly to docker/podman compose commands
• Make dev.sh and prod.sh resolve and run from the repository root
• Configure CI jobs with the relocated compose files and environment file
• Update unit tests for the new compose and generator paths
